    Teachers in Hinsdale High School District 86 have a new two-year contract that grants them an average annual increase — including benefits — of 1.89 percent a year.     The Hinsdale Public Library has re-opened for limited services. The library board voted at a special meeting Tuesday to re-open the building today, Feb. 4. The library will be open for “Grab and Go” service from 10 a.m. to 6 p.m. weekdays and 10 a.m. to 5 p.m. Saturdays.     Thirty Hinsdale residents have tested positive for COVID-19 over the past week. The DuPage County Health Department reported 24 new cases, and the Cook County Health Department reported six new cases. That brings the total number of reported cases in the village to 1,261, up from 1,231 last week.
