    Fifty-one Hinsdale residents have tested positive for COVID-19 over the past week. The DuPage County Health Department reported 44 new cases, and the Cook County Health Department reported seven new cases. That brings the total number of reported cases in the village to 2,297, compared to 2,246 last week.     A downed primary power line behind a garage in the 400 block of North Adams Street caused a fire in the 3/4 car, two-story structure Monday afternoon. At Tuesday night’s village board meeting, trustees reviewed the draft spending plan for the upcoming year, which is an increase of $623,449, or 3.5 percent, over the 2021 budget.
